Checks if User Risk Based Policies - MS.AAD.2.1 is set to 'blocked'

SYNTAX​

Test-MtCisaBlockHighRiskUser [-ProgressAction <ActionPreference>] [<CommonParameters>]

DESCRIPTION​

Users detected as high risk SHALL be blocked.
